The Standards Council of Canada is working with Environment and Climate Change Canada to establish rigorous verification oversight that will ensure compliance with the Clean Fuel Regulations implemented under the Canadian Environmental Protection Act, 1999.
The regulations take a performance-based approach to reduce greenhouse gas emissions in Canada. They are designed to incentivize the adoption of clean technologies and expand the use of low carbon intensity fuels throughout the economy.
To drive innovation at the lowest cost, the Clean Fuel Regulations establish a credit market. Regulated parties – producers and importers of gasoline and diesel – must create or buy credits to comply with reduction requirements.
We are the only Canadian organization whose verification and validation accreditation program is recognized by Environment and Climate Change Canada. Verification bodies will need to be accredited under a specific scheme to verify the required applications and reports under the regulations.
To participate in the Clean Fuels Regulations verification scheme under the verification and validation accreditation program, verifiers must hold accreditation against:
- ISO/IEC 17029 – Conformity Assessment – General principles and requirements for validation and verification bodies, with the specific scope of ISO 14065 – General principles and requirements for bodies validating and verifying environmental information
- ISO 14066 Greenhouse gases – Competence requirements for greenhouse gas validation teams
- additional regulatory requirements and guidance for verification and certification that are described in the Methods for Verification and Certification document and the Clean Fuel Regulations: SOR/2022-140 published in the Canada Gazette, Part II.
