To SCC Management System Accreditation Program Customers,
Following the SCC Bulletin No. 12 dated 2015-08-12 announcing the publication of the standard ISO/IEC 17021-1:2015, SCC further details the transition to this standard for its accredited customers.
As already announced, starting on 2016-04-01, for all the certification bodies accredited by SCC within the management system accreditation program all head office assessments are to be performed to ISO/IEC 17021-1:2015.
1. Reaccreditation Assessments
a) Before the head office assessment, the customer must submit a completed ISO/IEC 17021-1:2015 matrix and copies of all the documents referenced in the matrix. For each clause of ISO/IEC 17021-1:2015, the customer must cite the applicable internal document, and if the document has changed in order to conform to the new revised standard, the customer must highlight the changes, and provide a description of what and how it was changed. The SCC evaluation team assigned to the activity will review the documentation submitted prior to the on-site activity. The evidence of implementation of the changes will be evaluated during the on-site visit.
b) At the customer’s discretion, a transition plan may be submitted; when the customer chooses to submit a transition plan, the completed ISO/IEC 17021-1:2015 matrix must also be submitted as per point 1. a) above.
c) In general, the total time of the visit (pre-assessment, on-site visit and post-assessment activities) is the one usually allocated for the reassessment visit for the respective customer (in general, no additional time is to be added). Note: A clear and complete documentation submitted by the customer will allow for a swift document review.
2. Surveillance Assessments
a) Before the head office assessment, the customer must submit a transition plan, which must detail the analysis between ISO/IEC 17021:2011 and ISO/IEC 17021-1:2015, and for each change identified, a description of the measures taken and relevant documentation to substantiate the implementation of changes or the plans for their implementation (the changes required to the certification body’s management system to conform to the new revised standard and the time frame required to implement them, if not yet implemented). The SCC evaluation team assigned to the activity will review the documentation submitted prior to the on-site activity. The evidence of implementation of the changes will be evaluated during the on-site visit.
b) The completion of the ISO/IEC 17021-1:2015 matrix is not requested for surveillance visits. However, at the customer’s discretion, a completed ISO/IEC 17021-1:2015 matrix and all the documents referenced in the matrix may be submitted as per option 1 a) above. When the customer chooses the option 1 a), the transition plan according to 2 a) is not requested; if no transition plan is submitted, the client must describe the changes introduced well in order to comply with the ISO/IEC 17021-1:2015.
c) Additional time is added to the usual time for the surveillance assessment. In general one to two days will be added; the time added will also depend on the documentation submitted; a complete and clearly presented documentation outlining all the changes will result in a swift evaluation.
3. Fixed Office Location Assessments
Starting on 2016-04-01 all fixed office locations assessments are to be performed to ISO/IEC 17021-1:2015. Relevant to the fixed office location, the documentation submitted by the customer prior to the activity must include the description of the measures taken to address the changes in the ISO/IEC 17021-1:2015 affecting the activities which take place at the critical/key location. Additional time may be added to the activity in order to review the documentation and to evaluate on-site the implementation of the changes.
The customers are reminded that in order to successfully transition to ISO/IEC 17021-1:2015 by 2017-06-15, all the non-conformities raised during the office assessments must be closed by no later than 2017-05-01, which will allow SCC to perform the approval process in the period left until 2017-06-15.
SCC acknowledges that some certification bodies may need to demonstrate successful transition to ISO/IEC 17021-1:2015 to more than one accreditation body. Please note that SCC’s customers must demonstrate successful transition to ISO/IEC 17021-1:2015 to SCC as per modalities described above.
