To SCC Management System Accreditation Program Customers
SCC is announcing to its customers the publication by ISO of the following conformity assessment standard:
ISO/IEC 17021-1:2015 Conformity assessment – Requirements for bodies providing audit and certification of management systems – Part 1: Requirements.
In conjunction with the publication of this new revision of the standard, SCC mandates to its accredited customers a transition period for the implementation of ISO/IEC 17021-1:2015 of two years. This transition period is in line with the International Accreditation Forum (IAF) Information Document IAF ID 11:2015 Information on the Transition of Management System Accreditation to ISO/IEC 17021-1:2015 from ISO/IEC 17021:2011.
All the SCC accredited certification bodies must complete the transition to the new revised standard and must demonstrate conformance with the new revised standard to SCC by 2017-06-15. SCC encourages its customers to start the planning of the transition as well as its implementation as soon as possible. If a certification body has not successfully transitioned by 2017-06-15, its accreditation will be suspended by SCC until the certification body demonstrates to SCC successful completion of the transition.
Until 2016-03-31, an applicant or an accredited certification body may choose to apply for accreditation to the ISO/IEC 17021:2011 or to the ISO/IEC 17021:2015. If an applicant chooses to apply for accreditation to ISO/IEC 17021:2011 or if an accredited certification body chooses to maintain its accreditation to ISO/IEC 17021:2011, it must however successfully complete the transition to the new revised standard by 2017-06-15 following the mechanism outlined below.
Starting on 2016-04-01, an applicant or an accredited certification body must apply for accreditation to the ISO/IEC 17021:2015 following the mechanism outlined below.
The certification bodies having head office assessments until 2016-03-31 will be assessed on the version of the standard of their choice.
Starting on 2016-04-01 all head office assessment are to be performed to ISO/IEC 17021:2015.
Before a head office assessment, which is to be performed to ISO/IEC 17021:2015, the certification body must submit to SCC a transition plan, together with the regular documentation that the customer submits in preparation for any regular head office assessment. The transition plans must include the changes required to the certification body’s management system to conform to the new revised standard and the time frame required to implement them. These transition plans will be reviewed by SCC prior to the on-site head office assessment and their implementation will be verified by SCC during the on-site assessment.
The customers are informed that in order to successfully transition to ISO 17021:2015 by 2017-06-15, it is mandatory to close all the non-conformities raised during the head office assessments by 2017-05-01, so that SCC performs the approval process in the period left until 2017-06-15.
