SCC-accredited Inspection Bodies
For the attention of Standards Council of Canada (SCC) accredited inspection bodies (IB) performing inspections under our Inspection Body Accreditation Program for CSA SPE-3000 Model Code for the field evaluation of medical electrical equipment and systems.
On 2016-06-30, SCC accredited several inspection bodies for field evaluation of products that fall within the scope of SPE-3000, but excluded the product categories listed in clause 4.2.33 of SPE-3000. The excluded product categories are:
a) cosmetic and hygiene equipment;
SCC’s Inspection Body Accreditation Program (IBAP) requires the use of SPE-1000 for the inspection of electrical products. A revision of SPE-1000 was published on May 31st, 2013. SCC has now completed consultation with the Canadian Advisory Committee on Electrical Safety on our adoption of SPE-1000-2013 in IBAP.
SCC accredited Inspection Bodies (IBs) for electrical safety are required to implement SPE-1000-13 in its entirety, within their programs by April 1, 2014. IBs must submit to SCC in writing by March 14, 2014, conformation of the following transition.
For the attention of Standards Council of Canada (SCC) accredited inspection bodies (IB) who applied for accreditation under our Inspection Body Accreditation Program for CSA SPE-3000 Model Code for the field evaluation of medical electrical equipment and systems.
On 2016-06-16 Canadian Standards Association (CSA) published an erratum to this model code. This erratum affects the label content as outlined in Annex B.1 of this document. This modified version of the Code is further referred to in this bulletin as SPE-3000-15/Cor 1-16.
Customers of Inspection Body Accreditation Program:
Section 8 of ISO/IEC 17020:2012 provides the IB with two options on how to establish, document and maintain a management system capable of achieving consistent fulfillment of the requirements. For either option, SCC is required to assessment those management system requirements.

SCC has now published the revised Requirements and Guidance - Inspection Body Accreditation Program. This document revision was done to account for the addition of a new sub-program, the accreditation of inspections against CSA Model Code SPE-3000, for Medical Electrical Equipment. However, SCC has used this opportunity to introduce other important changes, all resulting from consultation with its stakeholders:
This document is a companion to ISO/IEC 17020 and outlines unique Canadian requirements of the SCC Accreditation Program for Inspection Bodies that inspect and make a determination of conformity for products destined for the Canadian market or installations.
