For SCC Management Systems Accreditation Program customers, certifying Quality Management Systems,
ISO CASCO has recently published ISO/IEC TS 17021-3 Conformity assessment — Requirements for bodies providing audit and certification of management systems — Part 3: Competence requirements for auditing and certification of quality management systems, as a compliment to ISO/IEC 17021:2011. IAF has set a transition deadline of May 1st, 2015, at which time all Certification Bodies certifying quality management systems are expect to be in compliance to the new document.
The changes in this new document are minimal, and are focused specifically on competence requirements for QMS auditing and certification. Therefore, SCC will simply be asking its accredited Certification Bodies to provide evidence on how they specifically meet the additional requirements in Table A.1 – Knowledge for QMS auditing and certification for the specific certification functions as follows:
- Conducting the application review to determine audit team competence and selection of the audit team members and determining the audit time
- Reviewing audit reports and making certification decisions
- Auditing and leading audit teams
Certification Bodies are requested to post on Sitescape both their procedural evidence, and records of qualification, by Tuesday, September 30th, for review. If the evidence is accepted, the CB’s scope will be modified to indicate compliance; if additional actions are required, those actions will be coordinated by the CB’s Account Manager.
