Merete Heggelund is Chief Administrative Officer for the City of Medicine Hat, Alberta. Reporting to City Council, Ms. Heggelund is responsible for all municipal functions and services in the City. Prior to assuming the CAO position, she was Commissioner of the Corporate Services Division for the City, responsible for the Finance, Information Technology, Land and Property, and Buildings and Fleet departments. In this capacity, Ms. Heggelund introduced shared services processes and internal service level agreements, and implemented a range of “value for money” audit recommendations to ensure efficient and effective internal service provision in the City.
Past positions held include: Vice President, Business Services, with Statoil Canada Ltd.; Vice President, Business Development, with Norsk Hydro ASA (Norway); Vice President, Commercial and Administration, and Senior Advisor Business Strategy and Economics, with Norsk Hydro Canada Oil and Gas; Director, Economics, Saskatchewan Energy Conservation and Development Authority; Manager, Forecasting and Economics, TransAlta Utilities Corporation; and Senior Economist, Canadian Energy Research Institute.
Ms. Heggelund holds a BA in Economics, with a minor in Statistics, from the University of Oslo, Norway, and an MA in Economics from the University of Calgary, Alberta.
